Quail are not laying

Hello everyone, I am new to the forum and new to quail raising.

I bought 11 conturnix quail almost three weeks ago, they were color sexed, two males with nine females.
I keep them on wire in a rabbit hutch about nine square feet and they have constant access to water and purina gamebird chow.

I expected them to take some time to adjust but still no eggs. They have calmed down a little bit and don't freak out as much when I go near the cage. I don't see any signs of aggression between the birds and I have not witnessed them mating.

I have no idea what the problem is, does anyone have any idea?
