As long as you didn't change to some new watering system they haven't figured out--they will drink when they are thirsty.

I am a newbie...so what I suggest might not be right.
But I would also try adding some sugar to the water in case it is just too malnurished and weak to eat or drink.
If the sugar helps, I would expect to see changes withing 15 minutes.

I have read that each bird only needs 3 oz per day.
That seems low, but a human might way 50 times what the bird does and 150 ounces of food for us would seem to be more than enough.
