I rescued some chicks last night and they were doing this. I pulled a (recently purchased) heat lamp (250 watt infrared) up a bit higher and they stopped panting and seemed more comfortable sitting next to each other (rather than being spread apart from each other).

Like all of the others here have said - NO WAY! My neighbors got 20 of these and they are LOUD. They're down to 3 and... still LOUD. All of the time, no matter what. Plus, their poop smells worse than chicken poop - think of something dead that was dug up from the bottom of the garbage dump...
