I had a couple of broody hens that I moved to a tractor thinking they could set some eggs and not be bothered by other hens laying on top of them. They were so upset to be in a new place they stopped being broody.
I don't have an official source for you so I guess this will just be hearsay, but my understanding is that the only limit on hens is the distance to dwellings. They have to be 20' from your house and 35' from your neighbors' houses. There is no limit on the number of hens.

I got a fan on ebay that was a kit meant to attach to the Hovabator 1602. It attaches to the 4 holes in the top of the incubator between the windows.

They don't need to be kept in a cage, they just need to be in an enclosed run that they can't escape from. Try clipping their wings or putting bird netting over their run.
