Some chicks are born like this. They hatch but the yolk sac isn't fully absorbed. I recommend you don't do a thing until he absorbs it all. If it's absorbed but the cord is still hanging from his tummy, CUT it, don't pull, or you'll definitely rip something out of him that he's gonna need! Hope...
Right now it's running 96-98. Neither is optimal but neither should be damaging either. I'm thinking of how to raise the temperature just a bit in order to push the 96 up to 99 and 98 to 101. Probably going to try a towel
