I have two 6 1/2 week old chicks and I thought the black one was a cockerel and the brown one a pullet. Do these "devil tail feathers" indicate the sex?

It's about 3 1/2 weeks old, can anyone tell me the breed and sex? It is mostly white and the feathers are tipped with brown, grey and a little black. The camera doesn't do the plumage any justice, it's much prettier in person.
