I live in Sharpsburg, but am very familiar with PTC. I highly doubt they will allow backyard chickens. Most, if not all, subdivisions probably have restrictions in their covenants regarding livestock. They won't want chickens near their beloved golf cart paths.
Not only that, but the "clique"...
I have guineas and they sound off when they see or hear a hawk, but it doesn't stop them. I've lost 2 roosters in the past few weeks to hawks. Even though the roosters were bigger than the hawks, it just goes to show how vicious they are.
Here are my rainbow layers from McMurray. They are outside with a heat lamp. The weather is warm for this time of year and I'm sure they will stay warm

They can go outside now. Put a heat lamp in the corner of the coop. You may want to wrap the bottom 3 feet of the open part of the coop with a plastic tarp or something so they are out of the draft. (Get a plastic drop cloth at wal-mart or home depot for $4 in the paint dept) The draft will...
My guineas were raised with chickens since they were a couple of days old. They roost in the same coop every night. The guineas can be bullies, but they haven't killed any of my chickens.
