As others have already said, it sounds like scaly leg mites.
The most effective treatment i have ever used for this was spraying their feet/shanks with WD40.
ETA: Yes, it's safe to treat them now.
All of my feather footed chickens have a small, stubby "outer toe" (i dont know the proper name, but its the toe that has the feathers growing out of it) and the chickens nail is sticking straight out. Is this normal for feather footed breeds, or is it a problem? All of my clean legged chickens...
