It's possible that it's a pullet. You can get all sorts of variations in barring with hatchery quality chicks. I had a few with so much white, I was sure that they were boys, but their combs never grew.

In that last picture, the chick on the right is a cockerel. The chick you are suspicious of is actually a pullet.
