I would not put those birds on welded wire. Better to let them have access to the ground, and run a skirt around it.

I would consider making it out of cattle panels. It's gonna be super heavy with standard 2 x 4 construction. Also, even if you do use standard construction, I'd consider making it a lower profile. It would be less likely to become airborn.
