I know they can lay without the male but do the males mate with them? This would give you an idea if they have reached maturity. Or at least it gave me the idea with mine that they were reaching maturity and began laying soon.

I would give it alittle more time. They maybe lay at 8 weeks as mine did.

Do they get sunlight? I think I would just be patient. When I first got my quail I didn't know the sex. I waited and it wasn't until about 7 or 8 weeks it became obvious who was what. That is also about the time when I got my first egg.
