She may have knowingly given you a cockerel which would be why she's not responding. Unfortunately this happens a lot. It is very hard to get rid of the males, even if they are listed for free. There are just too many roosters and not enough people that can take them.

I don't think so. Comb and wattles are really large for a 12-14 week old. I can also see some male specific feathers coming in on his saddle and hackles.
