I haven't had a crowing hen yet but it can happen when you don't have a rooster sometimes the lead hen will take the role of a rooster which includes crowing.Here's a page from Storey's Guide to Raising Chickens about crowing hens:

The coloring looks kind of like a Lavender ( or Self Blue) Andalusian but I'm not so sure about the little splashes of blue I see. Some Splash Andalusians do have blue feet and legs though.
