He really needs to be confined to his property. Not just for his safety but if somebody driving down the road swerves to miss your birds crashes and gets injured that would be the worst. It's not hard to build a chicken tractor I would say build one if you need to to keep him on his own turf.

Time for a chicken tractor I think.
