If they are the same age, I think #1 may be a pullet IF the color pattern is clear and even with no red streaks on wings....the comb on #1 looks pullet at this point.
But it would be best to see a full profile of #1 to be certain.

Good thought, but none of the photos are showing saddle feathers (long, stringy feathers just before the tail, cascading like a saddle), or particularly spiky hackle (neck) feathers.
