The bird in question looks to me to be about 11-15 weeks old. His saddle feathers still have growing to do. He will be quite a bit older before he gets spurs of any size. Edited to add- I have a 3 year old Cream Legbar hen with a full set of 1 inch spurs. She lays a pretty blue egg.

I see male saddle feathers. He is a pretty boy.
