Glad he is doing so well! Keep the poultry cell, it will come in handy in the future for sick or weak birds that need vitamins. It's always nice to have this stuff around.
Also, it you have any human Vit E capsules, you can prick one open, (careful not to cut yourself,) and drip a few drops into his mouth. Do this once daily until you get the poultry cell.
No he won't die but if he's permanently lame, he not only won't live a quality life but he won't thrive.
Great on the poultry cell! Shake the bottle each time, I'd give him about 4 or 5 drops orally once a day. Go slow, use an eye dropper and drop one at a time in the mouth, giving the chick...
No it probably won't get better. Sounds like it needs vitamins to strengthen the legs. Do you have any Poultry Cell or even liquid children's vitamins? This little one needs B vitamins, E and selenium.
Are there fans running? If so there are probably vents on the bottom. Some machines have manual vents. They shouldn't shrink wrap at 70%. I know it's hard to be patient! :)
It can take up to 24 hours to hatch, it's busy detaching from the inside of the shell and absorbing the last of the yolk. Hang tight, if it's not out in 10 more hours, you can assist. Keep us posted! :)

I'd wait yet, I don't think it's ready to hatch yet. I'd wait closer to 24 hours before starting to open the shell. It is probably still absorbing the yolk and detaching from the shell.
If its just pipped, just leave it alone. Only assist if its been 24 hours after pip or its trying to zip out. Here is an article on assisting a hatch that should help you through this...

Wow, twins?! Coturnix quail? Pipping to hatch is usually 12 to 24 hours. They are busy absorbing the yolk and detaching from the inside of the shell.
I've never hatched twins, you might need to assist this hatch. Keep us posted!
