It maybe a glitch, try signing into BYC through your browser rather than the app. You could also switch to desktop version of BYC. You can do this by scrolling to the bottom of any page and clicking desktop :D

Hi there :frow Are you on mobile version of BYC? What part of uploading is not working? What steps are you taking to upload a pic? Can you see the mountain and moon icon in your reply box? If so click on that. Then select your pic from your device and click submit.
