Coarse wood chippings, like from a tree trimmer, are the way to go. 'Mulch' from a landscape supply would be better than the shavings, but still rather lacking.

Hay is very likely to mold....and would be a 'green' in the composting world. Are you using the thinner wood shavings or coarser pine chips now? ...and are having trouble with odors?
