yep. that darker "mane" of feathers on the neck are hackle feathers. If you look closely, you can see the same style of long, pointed feathers on his back just in front of the tail. Those are saddle feathers. Plus, crowing hens are really, really, really rare. Especially younger than 2 years...

Yep, that's a cockerel. He's a splash bantam Cochin, or at least that's mostly what he is. I'm not sure if that comb is a straight comb or just funky looking in the pic. That plus the white coming through on the earlobe makes me think he may have some mixed blood. He's a cute little guy!
