I'm fairly new to chickens and I wasn't 100% sure my rooster was a he until he surprised me and crowed the 1st time at 18 weeks old. Looking at your roo he looks more like a she than a he, also "he" looks younger than 18 weeks to me (lack of comb). Like I said I'm new to this but enjoy learning...
