That's it! TSC might have it or other local feed stores, it's a fairly common product.... if they don't have sav-a-chick, ask at the counter if they have electrolytes for chickens/ducks, there are several brands on the market if they don't carry this one....

I'm a first time hatcher, and I'll admit I don't know too much, but I candled when I received my eggs (before setting them), again at day 7 and 14.... just to check the air cells.... Did you ever check them before lockdown? That could be the problem with your low hatch rates.

Get your humidity down, to like 25%.... I don't know squat about ducks, but if you get the water out of your wells it will evaporate water out of the shells.
