13 week old Silkie - hen or roo?

Even though Silkies can be notoriously difficult to sex even for experienced chicken owners, given the size of its comb and what appear to be pointed sickle feathers in the tail, I'm thinking you have a cockerel. Most cockerels begin crowing from 4-5 months, but some of them take considerably longer and the rare one may be almost a year crowing.
 
Your silkie is non bearded so wattles are very apparent and comb does look wide for this age - pullets often have a narrow comb. I would agree is it tentatively a male.
