Exactly.

I have one pen with one rooster and one hen. They live together quite well, her feathers are sleek and glossy and she's one of my best producers.

I've had one pen with one rooster and over 2 dozen hens and had excellent fertility.

I've had free range birds, one rooster and over a dozen hens, with 2 of those hens living a horribly harassed life.

No hard and fast rules when it comes to things like this. A lot depends on age and flock dynamics, space for the flock, sometimes breed. But is mostly depends on the temperament of the individual animals involved.
