I use the heated buckets from TSC they last a long time and work on a thermostat so only come on when temps are below 35*

To keep your ducks From using the heated buckets as their own personal hot tub use this
The ones I seen are a steel heated base and the metal waterer sits on top...Ducks would NEVER use their drinking water as a hot tub...haha
I think whichever set up we use, we need to keep a close eye on how our ducks do with waterers. Every now and then, some silly duck gets herself - or himself - into dire straits, getting frozen in water, or stuck in a bucket…. I think it depends on the size of the duck, too. My Runners weigh 3 to 4 pounds, and in winter sometimes they do use their water pot for bathing. Oh, well. That's why I have the water pot in the watering station!
