Why hasn't my 5 month old Leghorn mix started laying yet?

Hi! I'm new to this as you might be able to tell. I have a 5 month old leghorn rooster who I got from a neighbor (they said he was a leghorn but i think he's more of a mix). And I recently got a white leghorn mix hen from the same people. Why hasn't she started to lay yet? It's not a big deal for me if she never does, (the people who had her said that most of their, under a year, hens haven't laid yet either), but I'd like to know if there is anything I can do for her. Thanks for your help!


My hen, Leghorn mix. Can anybody tell me what breed she is? (She has gray feet with fluffy white feathers on them)
 
It's pretty common for many hens not to lay until 24 or 25 weeks. 20-24 is the average, but in reality, they can lay as late as 28 (or as early as 16). Beyond that, your bird looks to be mixed with some kind of heavy breed like a Cochin or Brahma, both of which may not lay until 28-30 weeks, as they are slow growing.
