We have ten hens only two are laying right now. Three have not even started to lay their first egg yet, two decided
that it is time to molt, one had not laid since June. Five are about two 1/2 two are about 1 1/2.
They all are free range, my husband seems to think that we need to give them our scraps from our veggies and greens to
get them to lay more eggs. I am of the opinion that it is the weather and the time of year, time to slow down until Spring.
The girls get layer feed and grit oyster shell, crack corn and three grain if they want it. My husband knows that the
girls are born with all the eggs they are going to lay in their life time but he still wants them to lay more. We only get one or two
eggs a day or none at all.

The girls aren't eating the scraps he puts out for them the only winners here are the rats (getting the scraps) and other pest.

Birds over 1 year of age are molting at this time year. To help them through the molt and get them back to laying, you can increase their protein intake. Layer feed is a bit low in protein, and feeding corn and other grains in addition will lower the amount of protein they are getting even further. The reason they are eating the rats is because they know they need the protein.
Switching to a grower type feed and cutting out the 'treat' grains will help increase their production.
 
Also adding supplemental lights in the morn to give them 12-14 hours of light might help if your purpose of chicken is for egg production. If possible up the protein intake of the molters to help them recover faster.
