What is the lowest temp that almost fully feathered chicks can be at? (5 weeks)

Well, they show good sense in seeking shelter from the wind, that's good.
They may not really need the heat but may be 'scared of the dark' once you turn the light off...so two new things to get used too.

Maybe make a huddle box away fro the heat of the light, give them a choice but 'persuade' them to go in there at first...
......cause you know another new thing, chicken don't much like new things at first.

Make them a 'huddle box', put it in the brooder after turning off the heat(you might have to 'persuade' them to use it) then move it out to the coop with them.
Cardboard box with a bottom a little bigger than what they need to cuddle next to each other without piling and tall enough for them to stand in.
Cut an opening on one side a couple inches from bottom and big enough for 2-3 of them to go thru at once.
Fill the bottom with some pine shavings an inch or so deep.
This will give them a cozy place to sleep/rest, block any drafts and help hold their body heat in.
 
so I sometimes cater to their wishes, even though it's probably not necessary.
I have mine so spoiled that when I bring them in from the pen for the evening they stand there and stare at my hands waiting for the shredded cheese to materialize that I give them as a treat. They stare at me with those little reptilian eyes expecting that cheese handout. And, of course, they get it.
