White leghorn?

So I have this hen that was given to me. I (think) I was told she was a white leghorn, however she looks different than the pictures I am seeing online, She doesn't have much of a cone, and she's huge and fluffy. Also, she should be around egg laying age but hasn't started yet and my rooster never mates with her. (I've got 15 hens total) Is she not old enough yet and that's why they don't mate? Please help a newbie.
Photo was taken about a month ago.
 
With those red earlobes, she's probably a White Plymouth Rock rather than a White Leghorn as Leghorns have white earlobes. Cornish cross is another possibility.

White cornish? (my neighbor has some and they look very similar)
I'm looking at pictures of the Cornish and her tail isn't as pointy, it's more round and fluffy, and I forgot to mention, she's as big as my rooster (body wise, width), and I don't think she's done growing yet.
