It sounds like you are doing everything right so far. I think that it is pretty likely that your hen was wounded in a hen-fight or maybe just got bullied. Her eye might have been pecked once, enough to keep it closed but not enough to hurt it. Or it could be from the stress. She may be fluffed because of the instinct on the time of year, or possibly because of stress. I am not so sure about it...
