Selling quail meat?

Has anyone gone through the hassle of seeking quail meat? In Texas I need a "voluntary inspection" which is mandatory and very complicated. Has anyone gone through the legal chalked to be able to sell meat?
 
If you do it keep us informed. From what I have heard there is only one USDA approved slaughter house in Texas. I have searched and can't find even that one, but a reliable source tells me there is one.
I would love to be able to sell my meat birds.
