Should I be concerned?

Not sure what is going on with this little girl. But as you can see she has a lot of downey feathers still and she is 9 months old. She has them still on her legs and has always had them. She seems to be healthy like all my other girls. The one large feather that is broke happened yesterday evening. Hopefully some can help or help point me in the right direction. Thank you.
 
it isn't chick down that you are seeing they have a downy undercoat to help keep them warm in the winter so they have 3 types of feathers, the kind you see on the outside, the downy one, and the feathers by their face and ears.
 
We just went out and checked her. We did see what looks like dandruff and it did not move. I have diatomaceous earth that I'm going to go spread in their coop and covered run area.
And check to see what I can use on them to get rid of the bugs. Do you have any suggestions on what works good?
 
Very good to know. What is a good lice/mite medication for the chickens? If it won't hurt them I would like to treat them just in case.
