Is this a problem and how do I fix it?

My wife bought some silkie chicks this morning. I get home from work just as she's about to leave, and she says "something is wrong with this one, figure it out" and takes off. ha, lucky me.
So one of the chicks looks like it has a blocked vent or something because it's kind of protruding out. We've had chickens before so I'm somewhat familiar, but don't want this little one to get backed up if that's the problem. Any thoughts or potential remedies would be appreciated...

I can't see the pictures all that well. It looks somewhat like the chick might have a prolapsed vent. Apply some honey or hemorrhoid cream to the vent to reduce swelling, and make sure the vent is free of poop and that the vent opening is clean.
