You should bring her inside to get warm and dry, then offer her water with electrolytes (SaveAChick, Pedialyte, even Gatorade.) Feel of her crop to make sure it is emptying. Look for any signs of a respiratory disease. It's good that you found her in time. Let us know how she is tomorrow. Welcome to BYC.

If it has food in you can generally feel it or sometimes even see it protruding out.

Sounding like she is breathing through water sounds respiratory to me.
