If the egg doesn't make the pip itself, there's not much you can do without risking jeapardizing the vascular system. Have you candled it? Is it internally pipped?

Need help incubating/hatching? Are you more a hands on hatcher? Come visit us: http://www.backyardchickens.com/t/1081034/hands-on-hatching-and-help

you really shouldn't water candle an egg that's past day 18 (for chickens) of incubator unless you've candled with a light and determined that there are no internal or external pips as there is a good chance you can drown the chick.  day 23 isn't a big issue if your incubator ran cooler then ideal during the incubator period. just be patient and wait it out, use this as a learning experience to fine tune your methods.
