Detecting leg issues in hatchlings

We had two chicks hatch today (day 49) and I’m really worried about one of them. He lost too much weight (+17%) during incubation so I know he’s more prone to developing splayed legs. At 10 hours old he’s significantly weaker than his sibling who is less than an hour old. He holds his legs flat and parallel to his body but they are definitely more out to the sides rather than under his body and it seems to be getting worse.

Does this sound like early signs of splayed legs and if so, what preventative measures can I try? I have a poultry electrolyte and vitamin powder but is there a specific supplement I should give? When do I offer water? He can barely hold his head up so I’m worried about leaving it in with him.
