chicken run question

I am building my first chicken run. The site I have to build it on was probably a old dog run. It has chain link fence buried under 2 inches of gravel. Do I need to remove the gravel and chain link before building my run or could I throw some soil over the top of the gravel and build the run on top of it? Thanks for the help. We live in Utah where we have snowy winters if that makes any difference.
 
I would leave it. The added protection from predators would be beneficial. Some soil is great but you might look into a deep litter, woodchips, grass clippings, straw, birds love having it to root through and it is easier to keep clean.
