The chick doesn't appear to be conscious. It won't be able to swallow the oil if it isn't awake.
But you can try the vegetable oil if that's all you have. Try to put it into the chick's beak on its righthand side since you have a better chance of getting it down the esophagus instead of the airway, which is on its left side of its neck.
You need to prepare yourself for this chick dying. It doesn't appear that it has much of a chance.
