Lethargic, dehydrated hen

I'm so upset.
My parent just now told me that one of my hens has been sick for THREE DAYS and has not been eating or drinking since then.
My mom said that she found my hen (Nyac) upside down in the run, being pecked by another hen. My mom took her out and put her in a separate coop, and then left her there. She had food and water in the coop and didn't touch any of it. When my mom told me today I went outside and she is EXTREMELY skinny, with a very prominent breast bone, and from what I can tell, very dehydrated.
I brought her inside and gave her a syringe full of water, but she's extremely unresponsive. You would think she's dead except for her faint breathing. I tried to give her some ground-up, watered down feed from the syringe, but she only took three beak fulls before she stopped swallowing it.
She also has a small wound on her head from the other hen pecking her that I treated with Vetricin.
Please help me I don't know what to do.
My parents said that I'm not allowed to take her to the vet because we don't have enough money, but I just have to save her.
I just don't know how to get any fluids or nourishment in her without stressing her out and possibly killing her.

Any and all advice is greatly appreciated
