Does it have other chicks with it? That stresses them. They settle down when others start making it to the brooder. For those times when only one chick hatched a small stuffed animal helps.
Other than that the other reason for chicks to make a lot of noise is if they are too cold. The side of brooder your heating isn't hot enough. Chirp a lot and loud when cold and pant if too hot. Best to have heat to one side so they can get away from it if too hot, new hatches don't have the energy for that first day so just keep an eye on them.
