Could this welsummer be a rooster?

The only reason I ask is that today I noticed that it's head is WIDE enough to get caught in the chic feeder holes and the others haven't gotten that way. It is not catching it's comb, just the sides of its head. That's why I'm asking you pros :)
 
If the chest feathers are coming in black, then it is a roo. He/she still has a lot of feathering to do, but it looks like you might have a boy. I think I see some black and his eyeliner is really washed out... both hinting at a roo.
