Duck behavior

I have a question about my kc. He isnt biting he is doing what ducks do on tge ground while eating but he does it under tgr babies no matter where they sit and he also does it on their backs. Can anyo e tell me what he is doing?
 
He moves his beak underneath them like he is eating no matter if they move across the pen he goes where they r and starts it again then he does the same motion on their backs. I also caught him yesterday face to face with one of the babies and he wasnt making a sound but it was like he was miming to the baby. Strange i thought

Not sure what he is doing but as long as he is not hurting them
