Another one pecks the other

I'm not exactly sure what to do. My golden laced Wyandotte, Tango is having problems with my BR, Raspberry. Whenever I give them treats or when Tango is near my BR, she gets pecked. Tango is now scared of Raspberry and runs away when Raspberry comes near her. They are young pullets, about 4-5mos. old. Raspberry was adopted from the same place as Tango, probably kept in the same place, but we got my BR first before Tango.Is this normal? Can I do anything to prevent my Wyandotte from being pecked?
 
Stop handing out treats, you are messing up the pecking order which causes the one to punish the other. It's better to scatter treats so everyone can get some without causing issues. By feeding individually you are allowing a bottom bird to eat in front of a dominant bird which is bad chicken manners. Your chickens are reaching sexual maturity when every action starts to matter.
 
They don't call it pecking order for nothing. I have 15 juvenile delinquents (12-weeks old) and they peck each other, us, and our younger 6-week old chicks. One of the 6-week old chicks bites and pecks me so hard she breaks skin. I'm hoping she grows out of it because I really need more pullets. Do you only have the two chicks? If so one has to be top dog or top chicken and one is on the bottom. It helps if you have more chickens to spread out the behavior. Sometimes they just need to get used to each other and sometimes some chickens are just mean. Usually there is any lasting damage and the one being picked on learns to jump out of the way quicker.

Usually I do scatter them, and only sometimes hand them out. My wyandotte is sometimes singled out from the others. She is usually to the side while they are all in one place.

I have 3 other pullets. When my Wyandotte sees my BR if she can she runs away before she pecks her.
 
Unfortunately there's nothing more you can do. Your girls are growing up, they will get a bit moody for a while and will eventually calm down after they have all started laying. I understand not wanting to see one of your kids picked on, but as long as there's no blood being drawn I would just let it play out.
