Gosling keeps falling on his back, and I don't know what to do.

The video was taken in the run, they've eaten all of the grass in there, they are normally running around in the grass, (I'm in Missouri, it's anything but dry here. XD) but he has full access to two 50 gallon Kiddie pools. I try putting him in the pool so he can at least clean himself off and the little guy keeps flipping on his back in the water, If I'm not there he'd more than likely drown.
Any improvement?
After I made my last post I took the little guy and kept him in my bathtub with water and food with Niacin in the water, he's actually standing up now! Thank you so much for your help! He's starting to walk a little too, I've taken him out to see the others, but he gets too excited to see his friends and he flips himself over.
 
That's awesome he is doing better! I had some run in with Naicin issues before and it took research and time to figure it out. Now I have a bottle full of the capsules and throw a capsule into their water twice a month. I have 2 medium size kiddie pools...I only put it in 1 of the pools....since I started doing that I have never had anymore issues. It's a great practice and all poultry benefit from it. It's just an uphill battle once the symptoms start.
 
So he got to the point of standing up and walking again, I moved him outside for the first time in months, in the morning I came out to the little guy on his back in the position he was in before, I took him to a veterinarian that specializes in fowl, and she didn't even know what was wrong with him, eventually he got so bad that he couldn't even lift up his head without shaking and spazzing out, I had to put him down. :(
