Pests, millions of small grey bugs

These are very tiny! They are black when they are not in the water but turn grey when they entire the water pans. They seem like they are falling from the roof area. This is a structure that is 50x23x16 tall and is heavily planted. They kinda look like fleas and can jump like a flea, but theyt not fleas for sure. Any ideas? I saw another post earlier this time last year. Also they don't seem to bother any of the birds.
