Brahmas can be VERY slow to develop. Cockerels are not usually very obvious till they are well over 10 weeks old.
Its still too early. IME light brahmas take a looooooong time to be able to sex for some reason. The way its feathering makes me think male, but it could also be because you are brooding indoor and keeping it pretty warm (its feathering slower than my chicks tend to)
