Lets start out with some of your hatching info.
What kind of incubator?
What temp?
What humidity for the incubation and the hatch?
Do you set these two types at the same time/ same incubator?
Any other info you want to share?

Home made incubator from a big freezer ...forced air, Automatic turner, automatic temp and humidity control, T- 100F H-65% lockdown T-100F H-70%

The set humidity may be a little high... Bobwhite don't need as much humidity for the beginning, like chickens and ducks... 45-50% should be plenty. Then increase to 70-75% during lockdown.

Hmmmm... I'm wondering if there is a problem with the eggs themselves...

Are they getting halfway through the set and then quitting, or are there full grown chicks that just can't get out at hatch?

Possibly infertile eggs or poor breeding stock too.

Where did you get your hatching eggs? If they were shipped, 50% is considered good; shipped eggs are iffy..

I have not hatched a lot of Bobwhite quail but the few dozen I have hatched---I had a high hatch rate %. BUT my humidity was a lot lower than 50/60%. If it was me---I would have to lower the humidity for the incubation, back up for the hatch and see if they do better and I think they will.

Mine was shipped....they seem to be fully grown alot try to pip but then die... I have valley and gamble and bluescale im gonna be trying to hatch and im worried they aren't gonna make it.

How low?

How long are you incubating the eggs. My coturnix are around 15 days. The last big batches of bobs took 23 days. But I'm a meddler. I open my Bator to clear chicks and help strugglers, which I'm learning with big bird is a bad thing
