If I read the paperwork right, you can get birds from anywhere as long as they are quarantined until tested. You may want to check on that. I know that's how Ohio does it but I know each state differs.
That is where the state steps in and Nan said to call her and she will work with us to get through if someone isnt, but she also said just dont make it a common practice
I just had to have my vet come back out last month to certify 4 turkeys I had gotten after she was here in June. I lost my slate tom to the heat wave the end of July so picked up a new tom at a swap & a trio of palms locally. I had to quarantine them until she could make it over to test them.
