Fanning tail feather? Do both sexes do this?

Both sexes can do this, however I find that males hold them more upright (straight up and down) and females tend to fan them out in almost normal position with a slight lift sometimes. Females usually only fan their tails when they are on alert or are irritated (if they see a hawk, for example).
 
How about when they are young around 6 weeks or so, do both sexs fan their tails?

Here is my mature Narragansett hen. She is upset with the street dept workers with their big noisy track hoes and dump trucks. She can see them through the gate and she is NOT a happy girl.
