black spots on chicken skin

Our rooster has small black spots on his skin. I am able to pick these spots off. Could this be mites or lice? Does anyone know? Thanks for any advice!
 
Where are the spots? Can you post a photo? It could range from sticktight fleas to some sort of pox, so it's important to get a visual.

What is he eating?
Age?
Do you dust for insects?
 
I will get my daughter to help me get a picture tomorrow to post-not great with technology. The rooster is approx 20 weeks old and he eats the crumble feed from the feed store. He eats and drinks water fine. I have not noticed these spots before but I was petting him today and lifted up his feathers around the neck and saw black round areas on his skin. Able to brush areas off easily. They do not appear to be moving or crawling and it was not just dirt and after checking- he does have these areas over his body; however not covered, just scattered about. I have not dusted the coop with anything except did mix up some permethrin and water and spray coop out before placing new bedding 8 days ago. This was a recommendation at the feed store to use as a fly repellant. Thanks for any advice!
 
I have been unable to upload my pics to the website. I did go to the feed store and described what I saw and I think it may be mites since it looks similiar to cracked black pepper. I purchased 5% sevin and dusted the coop and all the birds. Thanks for the help! How often should I be dusting the coop as a preventive measure?
